Project L1R07: Global Linkages

Goal:
Develop science and technology among public and private agricultural entities and NGOs to support agriculturally based industries in attaining international competitiveness and the sustainable development of the Caribbean's agricultural sector.

Purpose:
Establish strategic alliance partnerships between international institutions of excellence and PROCICARIBE networks.

Background / Justification:
In order to facilitate extra-regional collaboration in agricultural research and development, a system ensuring extra-regional linkages is necessary. As a member of FORAGRO (a hemispheric forum for Latin America and the Caribbean within the Global Forum for Agricultural Research) along with PROCICANDINO, PROCISUR, PROCITROPICOS, SICTA and PROCINORTE, PROCICARIBE has the opportunity to liaise with Latin American counterparts on R&D and to jointly lobby at the global level for resources and technology information.

Through the Consultative Group on International Agricultural Research (CGIAR), PROCICARIBE has direct linkages to the 16 international research centres of the CGIAR. PROCICARIBE collaborates with several of the IARCs providing the Caribbean networks with germplasm, training and agricultural research information. Linkages are also established with the Global Forum on Agricultural Research (GFAR), various Universities and international organizations and the National Agricultural Research System Steering Committee (NARS-SC). These linkages facilitate an exchange of technical information, knowledge, human and financial resources and training. The NARS-SC strengthens the collective voice of the NARS community in setting and implementing a global agricultural research agenda responsive to the priority objectives of poverty alleviation, food security, and sustainable use of natural resources.

Activities:
1. Meet with relevant organisations and bodies within the region to identify their areas of priorities.
2. Attend the following meetings with the aim of strengthening linkages and obtaining resources and information for PROCICARIBE members:
    - CGIAR (MTM, ICW)
    - GFAR
    - FORAGRO
    - FONTAGRO
    - Other regional and international fora as necessary
3. Compile and re-distribute meeting/mission reports to countries via NCCs.
4. Ensure half-yearly reports of NCCs summarised by RPA for presentation at international meetings.
5. Organise training and technical assistance packages between international centres of excellence and Caribbean scientists.

Outputs:
1. Regional priorities established.
2. PROCICARIBE strategic alliance partnerships established with networks and providing input into PROCICARIBE mechanism.
3. Meeting mission reports.
4. Summary report of NCCs.
5. Scientists trained in the regional with the assistance of international partners.
