The Executive Committee comprises of the Chairman of the NCC's, Co-sponsors (CARDI and IICA), Collaborators (UWI, CARICOM Secretariat), Strategic Alliance partners (CACHE among other other collaborating institutions) and the Executive Secretary as an Ex-officio member and Secretary. Country representatives serve on the Executive Committee for a period of 3 years subject to changes that might be made by the NCC. Voting members include the Chairmen of the NCCs and the Co-sponsors. Although the co-sponsors are allowed to vote, they are not allowed to serve as Chairman or Deputy Chairman of the Executive Committee. Strategic Alliance partners have no vote but are observers.

The Executive Committee will meet once per year based upon an agenda prepared by the Executive Secretary in consultation with the Chairman.

Terms of reference of the Executive Committee include guiding the development of PROCICARIBE by:

• Overseeing, organizing, monitoring and evaluating the operations of PROCICARIBE.

• Meeting once per year to approve the annual operational plan and budget of PROCICARIBE and to provide assistance to the Executive Agency.

• Submitting and recommending to the Board of Governors for approval of the Strategic Plan, Medium-term Plan and budgets and financial reports of PROCICARIBE.

• Approving the qualifications and terms of reference for the selection of the professional personnel who are to form the technical staff of PROCICARIBE Secretariat, in addition to defining the terms of reference for the tasks that each member of the staff is to perform

Note, when PROCICARIBE becomes autonomous, the Executive Committee will set up a Sub-Committee to appoint the Executive Secretary.

• Approving the terms of the operating Agreements to be signed with participating national and international institutions and the funding agencies.
